Anything past about $3,500 usually means a replacement makes more sense, and if we get there I'll show you the math instead of just telling you. Yes. Monsoon wind can lift tiles, shift flashing, and tear underlayment without a single drip showing up inside. That's why I do free walk-around inspections after big storms, so small damage gets caught before the next one turns it into water in your ceiling.
Small like-for-like repairs often don't require one, but the threshold is set by the city, and replacement work does require a permit. When I bid a job, the bid states whether a permit applies, and if there's any doubt I ask the city so you don't have to. Permits and inspections are my paperwork, not yours. Because on a tile roof it usually isn't the tiles failing, it's the underlayment beneath them. Concrete tiles last decades; the felt under them is the actual waterproof layer, and it wears out much sooner in Arizona sun. Repairs there usually mean addressing ponding areas, failed seams, scuppers and drains, or a worn elastomeric coating. Foam roofs get recoated rather than torn off when the foam underneath is still sound.
