Yes. Monsoon wind can lift tiles, shift flashing, and tear underlayment without a single drip showing up inside. That's why I do free walk-around inspections after big storms, so small damage gets caught before the next one turns it into water in your ceiling.
Do I need a permit for a roof repair in Chandler, AZ?
Small like-for-like repairs often don't require one, but the threshold is set by the city, and replacement work does require a permit. My Chandler roof is only 15 years old. Why does it need repair already?
Because on a tile roof it usually isn't the tiles failing, it's the underlayment beneath them. Concrete tiles last decades; the felt under them is the actual waterproof layer, and it wears out much sooner in Arizona sun.
