Here's the part nobody mentioned when you signed at the builder's office: on a tile roof, the tile is armor, and the felt underlayment beneath it is the actual waterproofing. The crews that built out Johnson Ranch, San Tan Heights and Copper Basin in the 2000s were moving at full speed, and the felt they were laying down was whatever kept the schedule. Arizona heat cooks entry-grade felt on a timetable the tiles never keep.

So the roof looks perfect from the street while the waterproofing under it quietly runs out.
